Is a Dummy Ticket Legal?
The word "dummy" covers two completely different things, and only one of them is legitimate. The distinction is worth understanding before you buy either.
A held reservation — legitimate
A real seat is blocked with the airline. The airline issues its own PNR. The booking exists in the airline’s system and anyone can verify it. Nothing is misrepresented: it is a reservation, it says so, and it expires. Travel agents have held seats this way for as long as there have been airlines.
An edited document — not legitimate
A PDF made to look like a booking, with a reference that resolves to nothing. Presenting one to a consulate is submitting a false document to a government, which in most jurisdictions carries consequences well beyond a refused visa — and it fails anyway, the moment someone checks the reference.

The part nobody advertises
A reservation is not a purchased ticket, and some consulates require a purchased ticket. Where that is the requirement, no reservation satisfies it, and a page that tells you otherwise is selling you a refusal. Read the checklist for your mission before you book.
Used the way it is meant to be used — showing an intended itinerary while a visa is pending — a held reservation is ordinary travel practice, and it is honest about what it is.
